Are there different types of Silkies? My new little guy is white with a red comb and blue wattles but his skin is all black. Is he a particular breed?

No , red combs pop up every now and then.

Red combs? I assumed they would have red combs like other roosters. I was wondering about black skin, white feathers and blue wattles. LOL

silkies are supposed to have black skin and i beleive blue wattles as well. The white feathers is just a color variety of which there are many more.

If you were showing a red comb is a DQ , as are 4 toes but it's fine in pet quality. Here is the American standard of perfection. ( SOP ) .

Looks like a pullet but it's really too early to say with any certainty. You too should bookmark this link so that you can refer to it later.

I'm sure this has been covered before but what happens when you breed blue over white?

I'm not very good with colours but I do believe that white mixed with any other colour is ' unpredictable ' . Here is the chicken calculator , it will give you the possibilities. Sorry I can't be of more help.
