I have put its beak in water a few times , it’s 24 hours old

I would just wait. Have any others hatched? Chickens usually copy others, so if all of the other chicks are drinking that one might follow suit

I have 2 quails but the other silkies havnt hatched it just seems really sleepy

They can go 72 hours without food/water, no matter what breed the chicken is. I raise silkies and they're on paper towels their first few days so I just sprinkle crumbles on the towels. Some eat, most sleep. I put marbles in a small glass dish and once one figures it out, they'll all be around it.
