What do you base the roo-ness on? The white bird has more "sticking out straight" feathers on the head?

The longer feathers sticking out the back of his head usually equal roo. His comb also looks on the large side.

They both look like boys to me. I even see a comb on the black one

Hens are supposed to have round fluffy tails. And no thick tail feathers.
You notice how the tail looks pointy on the black. Its because it has thick tail feathers.

So they are both boys
