Silverrudd's Blue splash 3 months old

I have a 3 month old Silverrudd's Blue with splash coloring. I think its a a rooster, but I don't have much experience with chickens, and I hope I'm wrong. I posted about him when he was younger, but there were mixed opinions so I wasn't sure. We are in the city limits, so hens only. We considered no crow collars, but I think we will instead rehome the boys. What do you guys think? Boy or girl?
