BYC has more users visiting on mobile devices than users visiting via PC, and the consensus seems to be that the site works fine on mobile. Perhaps you are simply having trouble using BYC because the user interface isn't overly simple, as you appear to have trouble correctly using relatively simple features. We'd have to sacrifice a LOT in order to simplify the user interface as much as you seem to require. Thankfully there are many individuals below your claimed level of computer aptitude who can still correctly quote posts, even on their first try.

If we completely changed the design of the site, there would almost certainly be more negative feedback than positive feedback. I also have no idea what would even be changed, because nonspecific complaints (such as yours) don't provide any useful information about what actually should be changed.
