Skin Head

My son just bought a silkie rooster (white) for his 4H poultry project. He doesn't seem to be as fluffy as what I've seen here and other on line resources and he has no feathers on the top of his head. Why is this and what can I do to help get those feathers? He is a sweet bird, my son can go up and hold him but I am concerned about his lack of feathers. I'm not sure of his age but could it be that he is just young and hasn't gotten his head feathers yet? Help Please

How old is he, approximately? A little chick?

I'm not sure. He doesn't seem to be as "fluffy" as the pictures I have seen of silkies but the remainder of his body has feathers if that helps. In holding him there doesn't seem to be an mites and no other bald spots.
