I have four chicks that are 5-1 days old. The two youngest seem very groggy all the time. I think it is because of the heat, it is almost 90 degrees in the house with the heat light off, but I was wondering if it was something else? They have access to sugar water and to food. There isn't much peeping for four babies. Am I just mother-hening them too much (no pun intended)?

you need to turn the light off if its that hot. 90 degrees is where it should be.

Are they 5 days old or 1 day old? You said you turned the light off. Are they in a darkened area? They will be inactive if in a darkened area. At one week old they do need about 90 degree heat. If it's too hot, and their area is large enough, they will move far away from the light. Just raise the light higher if it is too hot for them. Best to have a heat source if they need it, than to risk them getting cold. Reduce their heat temp by 5 degrees each week as they grow. Just make sure they have room to get away from the heat if needed.
