Slipped wing/split wing? Twisted wing?

This guy is 8-9 months old. He's always had some wing/feathering issues. At this point, does this look like a permanent defect?

Yep, that is known as twisted wing. It is a disqualification in show birds. It is caused by a wing joint deformity.
