Slow feathering Partridge cochin

I've noticed that my partridge cochin chick pullet is the least feathered out of 3 chicks. She's the biggest and most active. Olivia only has wing feathers and a little bit of leg feathers. Gracie, our black cochin, is much more feathered, but smaller and a little quieter. They are both 15 days old. Even Harley, our EE, has bigger wing feathers and has very tiny tail feathers, and she's only 8 days old. Olivia does have her comb growing. Am I being paranoid? Is it normal for some females to develop slower than others? Or do only males feather slow? One of my 13-14 week old leghorn pullets is the only one with a large comb and wattle for a good while, while the others are not even close, I know she's older. I'm hoping to ask this without using pictures but if you need pictures I'll gladly supply them.
 
Pictures would make it a lot easier to tell, however at that age they may be too young to tell just yet.
Here they are, she has feathered quite a bit, but not NEARLY as much as the other two.





You can't really tell but the EE does have tail feathers.
