Small chick

This is my first time using an incubator and have had about a 50% hatch rate so far. I did have one chick that had a lot of trouble hatching, it was shrink wrapped I believe is what it was called. I did help a little by keeping the membrane moist, but it took about 36 hours for it to hatch completely. The first 2 days after hatching it barely moved at all and seemed to be gasping for air, we really thought we were gonna loose him. It has been 4 days now and he is doing extremely well, we have finally moved him to the brooder with the other chicks. There is something still off with him, he is smaller than the chicks that hatched yesterday 3 days younger than him. Is he just a runt, or could this be from the trouble he had hatching?

He is doing really well so far. He's eating and drinking, and getting along well with the other chicks in the brooder.
