Maybe not, but you can get regular chicken layer and mix a bit of the starter in with it. You're aiming for about 20% protein in their feed.

I've been giving my adult quail this: https://www.tractorsupply.com/tsc/product/naturewise-meatbird

It has 22% protein. It's a bit light on Calcium at 1.4% max, so I supplement with oyster shell and some powdered calcium citrate.
I can't seem to find anything else at TSC that has enough protein. I'm going to be investigating a few local feed mills to see if they have, or can mix, something a little better without breaking the bank.
