Small Dark bugs in a new bag of food. Is it safe to use

For what its worth, anytime that you purchase a bag of a single type of grain (like red wheat, racehorse oats, or pearled barley) the odds are great that the grains will be past their prime. When you buy 4 to 8 hundred dollars worth of chicken feed per month like I did in the past it makes keeping fresh feed easier. However a small bodied layer will consume about 7-9 pounds of feed per month. At this rate a single hen like discussed above will require 4 months or more to clean up a 50 pound bag of grain. I must wonder out loud why the DE that is supposedly included in every bag of feed didn't work to control these wee black bugs..
