Smallest of the crew a roo?

I had to start with a new flock this year. I just 6 pullets end of march and I'm pretty sure by now the are definitely pullets I got 5 more about 2 1/2 weeks later. 2 ISA browns pullet , 2 RIR pullets and 1 Welsummer SR hoping to get a roo again ( my morning isn't the same without my crow)
Now seems welsummer definitely a pullet ( that's fine) but 1 RIR has me confused. I'm seeing roo traits but it's the smallest. I usually tell roo by size but... Maybe late bloomer. I'll post pics and maybe get some thoughts

Runty Roo? I need pics of the face to tell for sure, Adopt a pet has so many roosters this year, if this one is a pullet, try there.
