So freaking discouraged/annoyed!!

I had a cat in my yard once, it had corned my hen but didn't watch behind it and POW, my drake beat the cr*p out of it. Haven't seen it since.
If you have the resources, put up a hot fence all around your property. Will help deter other things than cats too!
For the lady with 10+ animals, report her. Unless you own more than 1 acre, the limit is 4 animals I believe.
 
It has been some work, but I am enclosing my ducks' run so that the local predators won't be able to grab them. We have more than domestic animals to be concerned about. Once that is done, that is one worry off my mind. Meanwhile, they are in their secure pen and house when I am not in earshot.
 
Can you trap the cat and find it a barn home?? That would be my first choice. You confronted the owner so she should have taken steps to make sure her cat was safe and stayed at home. If the cat showed aggression toward your daughter I would not let it continue to roam, it's not safe. If it continues to roam around and you don't have any other options, trap it and take it to a shelter.
My neighbor's are very irresponsible with their animals. They have barn cats (everyone does around here) but they don't properly care for them. Last year I offered to take all of their cats in to get fixed (they kept having babies and the neighbors were keeping them all) at no cost or inconvenience to them and they said no. WTH?! I will never understand why they didn't take me up on that offer, it makes NO sense to me....??? Last fall they completely stopped feeding their cats and they all disappeared for the winter. Now that it's Spring time they came back around and have been at my house eating all my cat food. I figured since the neighbor's stopped caring for their cats they gave up their rights to have any say in what happens to them. I have been doing TNR (trap, neuter, release) with these cats this summer, I don't mind feeding a few strays but I don't want to deal with their offspring!! A few weeks ago I got a male and female fixed, after they were released the female decided she wasn't going to leave and then we found her in our chicken coop stalking our chicks!! That day we called up a relative and brought miss kitty and her brother there, and now they have a nice new barn home together where they will be properly cared for. Another one we've fixed is a real sweetheart, she adopted us and my daughter named her Lucky. Every time we go outside she follows us around like a dog, it's so sweet. And she is trying her hardest to befriend our cats.

We have neighbors who let their 6 dogs loose every once in a while plus they have anywhere between 10 and 20 cats depending on if some disease is rampant and killing them or not at the moment. They don't believe in vaccniating so they are just a festering pool of feline leukemia and FIV.

I've secured my fences against thier dogs and my old rooster taught several of their cats what happens when the trespass. My current birds are all adults and know they can take a cat. My own cat has to keep a wary eye out for them when he's outside lounging in the grass.
 
Many counties have free neutering programs for stray cats. They even give you traps to catch them, and all they ask in return is that you let them live on your property. Our neighbor did the mistake of feeding the stray cats, because they wanted them to hang around and catch mice. Well they did, but they also reproduced and they were overrun with them. Both are retired and they could not afford to pay for the cats to get neutered so they poisoned them, because they did not know about the free program. Horrible and they felt so bad once they learned about the free program. One of their young offspring cats moved over to our property (1/4 mile away) before they poisoned the cats. We trapped her and paid for the neutering out of our own pocket. Wasn't expensive, and leave the free program for those that cannot afford to pay for it. She is a beautiful calico mix that moved right in, and she is so sweet with the dogs and ducks. She goes in and out of the house as she pleases. Good mouse killer too. Our county also has $10 neuter programs on a regular basis. They try to get people to do it, which I think is a good idea.

Happyflower that is hysterical. Sweet natured dog but boy he could hurt duckie so easily if he got carried away...such a big boy.
