So is there a way to teach chicken's there bounders.

Bounders are a problem for my neighbor who has chickens. We live where are township says we can have chickens but at the same time we are in a condo association that states no farm animals. My husband and I have been the board members and at one time the four office members as well. Now I am just the secretary and he is still a board member. Before getting chickens I asked the president as well as my neighbors if it would be ok. They all said"sure do we get eggs". The thing is that the person with chicken already got them on the fly and didn't ask anyone and her chickens are all over the place. I do not want mine to do the same. So is there a way to teach them that they can roam but only to a point? We live in the country with only 18 lots in the development and each lot is at least almost two acre at the smallest. So we have plenty of space before they are off my property. My concern would be the road mostly. Thanks
 
Teach them? No.

They need a physical means of containment. Fencing or tethers.
