Some folks just need to take better care of their animals.

The problem with getting people like this mental help is that unless they are a clear danger to themselves and others, there is no way to get them help unless they want help.

animals are taken all the time on first visit,,many times with owners held in cuffs or gun point or even if they are not home...

That's rarely actually the first visit. When a complaint is made, usually there is someone who goes out first to determine if the complaint is valid. I have a friend who works in animal control, and she often laments that it sometimes takes ten or more visits to actually get animals removed, especially if they are indoor or backyard animals.
