Paddlock. Electric Fence would be even better even if it was just one strand that would shock them up high where it couldn't shock the ducks. Back when I lived in Kansas City and was in HS someone came to the school once and broke into the FFA poultry pen and killed almost all of the geese, ducks, and chickens just for the fun of it

The police never found out who did it

I would tell the police what you found and your suspions of who it was so they can go have a little chat with them.

One word, stakeout. Dont say anything and just smile at them if you see them and act all nice, then there likely to think 'Well, she probaly didnt know it was me. I should go mess with her some more, and i'll get away with it!" thats when you stakeout if you have a window close by to the coop you can catch em' red handed. If it was me i'd come running out with a bat and wack em' as hard as I could and say you thought it was a robber
