She may have a respiratory illness, it would be hard to tell. The OP started several threads a while back concerning sick, congested chickens, but never replied back.
If he's reading this one, Mycoplasma and Infectious Bronchitis would be my best guess.
You can try treating with an antibiotic like injectable Tylan50 at a dosage rate of .20ml given orally 3 times a day for 5 days.
If Tylan50 is not available, let us know what you can get - something like Tetracycline may be helpful.
