something around chick's foot?

OK guys I'm not sure what to do! One of our chick's has a string of some sort wrapped around its foot and cutting into the skin and I absolutely CANNOT get it out. I tried for almost an hour to no avail. I'm not sure what to do!

It looks like it may be fishing line! Very hard to see and strong to try to break. Can you soak the foot in ice water to shrink it and then use a magnifier and tweezers and a pair if those wicked sharp little curved scissors? I think that is what I would try.

I think it somehow might have gotten a hair. I'm afraid to mess with it because every time I tried to move it or almost got it with tweezers it would wiggle and make it go a bit deeper
 
A thread, string, or even a plastic band could have done that. In addition, he is suffering from foot pad dermatitis. I would get some needle nose pliers to cut the string or whatever. For the dermatitis, soak his feet in warm epsom salts daily, and make sure that the bedding is very clean and dry.

Wrap him up tightly, put him on his side and tie or duct tape his leg/s to something where he can't move. I know you and the bird are sick of the whole thing but, you gotta get it out!
