Something is chewing on and slicing through a towel I have draped over an outdoor roost in the run. I think it might be living under the coop, since my dog was sniffing under there yesterday. Rat? Something else? No other signs have been noted.

I would think a rodent is after nesting material. Either rat, mouse, mole or vole.
I agree with @oldhenlikesdogs
Most likely mice, IME.
