I just fed my chicks when one of them started to keep his mouth open and he also keeps swallowing? (Extends neck) and also keeps shaking his whole body to maybe try to bring something back up. He is still eating but not drinking (will walk over to the waterer but won’t actually drink)

How old is the chick? Do they have food available all the time? The chick may be adjusting it's crop, which they do when the crop is full and they are trying to move things around so the crop can empty and digest, which is normal. Some chicks eat a lot, and do this more than others. If you think it's something else, then posting a video to youtube or other host and putting the link here, so the movement can be seen, may help.

He is about 9-10 weeks old

he’s kinda doing this but is also stretching neck out and sometimes shakes his head

Keep an eye on it, check the crop first thing in the morning before it's had a chance to eat or drink and it should be empty then. Then throughout the day as it eats and digests you may see the crop adjusting going on. Some crops can look quite large when they are full, as long as it's empty in the morning, then things are probably normal. Couple of pictures of full crops below. Make sure there is no discharge from eyes, nares, or beak, or any wheezing which could be a sign of a respiratory infection.
And a video, it's labled "chicken yawning" but the chicken is adjusting it's crop.

And I have noticed something come out of his mouth when shaking

when they puff up and shake I think they are just adjusting feathers and such. Also vegetable oil or olive oil I heard is good to loosen up something stuck. Some people coat snacks with it but my birds love a little bit of vegetable oil in a bowl so for me it’s easy when I think something is stuck. I wouldn’t give them too much though

here’s him doing it

Have you checked inside the mouth and throat as far as you can see? Try to look at the base of the tongue also, to make sure nothing got wrapped around it. Do you know what this chicks droppings look like? I would try to see if they are normal or not. Check the crop now, and then again in the morning before feed or water and see what it feels like.
