Something wrong with roosters crown?

I have noticed my roosters crown having black dots on it. It has little chunks out of it from gnats biting it. I will get a picture of him later if I can. He also has little bits of white going through all the crevices in his crown. Please help! I am worried they might also be mites along with the gnats. He rubs his crown against me trying to get it all off. He acts normal but I want him to be happy and comfortable.
 
Pastel is a really sweet, good rooster. He hates everyone but me. I would hate for him to be uncomfortable. He literally crows the second I walk away from the coop. ( He is my little Lovebug)
 
Pretty sure. I keep seeing little bugs ( some may be something else) on his crown. They look like gnats.
I usually dose my birds with diamotaceous earth. (I am sure I spelled it wrong) I use olive oil on the crown and waddle to moisturize, if needed, and it keeps mites from jumping to the crown. He may, if the sores are bad enough, need to be treated. I use Hen Healer, or neosporin. The hen healer is blue and keeps the others from pecking at it, because it covers the sore. Your coop may be infested as well. Do you have other birds with issues? I am not an expert, I am only telling you what I have done, or what worked for me.

I have heard of Diamotaceous Earth. Don't have it though. I have been putting neosporin on his crown. The other hens look fine. A few gnats of their feathers but nothing compared to what Pastel has. Whenever I hold him, we are both swarmed in gnats. I need to take him out of his coop to be able to enjoy time with him. He is not a big fan of the neosporin on his crown. I almost dropped him he was wiggling so much. I was able to put a little on him though. I will take a picture later if I can.

I have heard of Blu-kote, which is the same sort of thing as hen healer. I do not have it though. I am also not an expert. I got my chickens in September. I got 16 Guinea fowl in July. Now I am down to 6 guinea fowl with 5 fertile Guinea eggs in my incubator. I'm a beginner.
 
Okay. I will see if I have it. Would putting it on when it is only a few hours before dark hurt? He lives in a run with a little shelter, a little outdoor area.
No, that's fine, I would think. Just don't apply it when the sun is beaming. Early evening is fine .. I use diamotaceous earth in my coop as well. Every change. It is very dry so it is dusty. Have you checked the coop for mites? They like to hide in corners, or where edges meet. They are small but visible. I do hope I helped a bit. I wish you well.
