I am on a desktop as well. It seems half a day later the restrictions were removed. All seems to be back to the way it was before.
My speculations/theory,,,,, I could be wrong,, but think about it.
Google makes MONEY, from the advertising that are part of every video you watch. When the watching all of a sudden dropped off like 7734,,, they noticed it also.
The amounts individually are tiny,,,,, but when you multiply by LARGE NUMBERS,,,, it translated to sizable amount$$$$
Many peeps across the world go to practical search items, just to try to answer some questions,, get news,, or help them repair something in their home. They don't have YouTube accounts. Just like myself.
