It could be pecking or if there are mice who can get to her feet at night, they can bite toes. If they have scaly leg mites, they will sometimes peck their own feet. I can’t tell if she has leg mites. Do you see any raised scales where mites might be?

I haven’t seen any raised scales yet on this rooster, but have had a rooster in the same coop that had a few scales starting to raise and was treated immediately some weeks ago. Haven’t seen any others in that coop with raised scales but it is a possibility. The mice could most definitely be a possibility as well. Lots of palm rats since I am in the south Florida woods. They have been in normal poultry fence so smaller rats can definitely fit in. Making the roosters individual coops with hardware cloth as we speak.

Could it possibly be the other roosters pecking his feet? He is the pretty boy so they do pick on him sometimes. Thank you very much for your input and time.
