My golden laced wyandotte toe nail is gone and there is black stuff surrounding her toe. she lives outside and i live in norther. america What do I do?? Plz help!’

Yes, that's frostbite. The toe/foot will eventually fall off. Keep her inside the house or in your garage for a bit.

What do you mean by "she lives outside"? Does she have a coop and a flock?
 
How cold has it been there at night? If she gets her feet wet, in freezing temps, she will get more frostbite. A smash injury to the toe can look similar, but if she is outside, it’s frostbite. I would not put anything on it if she stays outside. It will self amputate in a month or so. Here is a good article with pictures and info about frostbite:

Do you not have a chicken coop for her? It looks like her toe has been frostbitten. The tip will eventually fall off. What is the dark stuff on the right foot?
I cleaned her foot and the dark stuff came off and I think it was dirt. She has a coop
