ok so we have 2 dogs. thor and alfred. They both know come. however they only listen if they want to. and they tned to bark at the neighbors a lot. which is embarrassing and I doubt the neighbors like that so I think just as a respect thing I need to get the dogs to stop.

I call them into the house but they don't come if they don't feel like it. so I need to work on their recall. and every video I watch says I need to practice with a long lead. my parents say its a waste of money. but come is SO important. and if something were to ever happen like they got out to the road. they need to have a good recall. but I have no money for any training stuff and my parents won't buy it
What you need to do it teach them that they DO want to. You need to reward/praise them for every successful recall and yes you can do that without a lead. Start in a low-distraction environment and work your way up to your own backyard. It takes persistence, consistence and the dedication of your own time but you can and will get there. Daily sessions ending with cool downs or playtime are really important. And remember to work one dog at a time rather than trying to juggle them together.

Listen, if I can teach my cat and his three second ADHD attention span circus tricks, you can teach your dogs to come when they're called lol. It is possible if you want it to be.
