Don't know if having it above would help or hurt, but if it didn't work you would still have the ability to use it in the under position.
 
I had always thought that having it at the bottom with the water pan would be the best location .With a fan or two blowing over it at the bottom and then the same amount of fans on the top blowing in the oppisite direction creating a circular air flow that would engolf the whole interior of the cabnet thus keeping the temperature consistant every where ?? That and maybe a fan pulling the air through the false back and blowing back through the centre of the cabnet ..............create a wind tunnel ( air flow ) inside the cabnet in a sense . I would think that i could control the humidity better with the pan over the heating coils , and I would get 100% humidity for the final three days , kinda like a steam bath ??

Have you checked out the DIY incubators on here?

I don't know if what you're talking about works, but you may find the answer on some of those pages.
