Sportsman type incubator

i'm new here but i have been visiting the forum here for awhile.
I'm building a sportsman type incubator, it's getting close to being done. I bought a fan and heating element for a Sportsman, my question is does the fan come on with the heat or does it run all the time?

Should run all the time, else the air may stratify and form layers of differing temperatures. Sameness throughout the chamber is a good thing!

Should not take much of a fan to prevent that happening.

I kinda figured it should run all the time. The heating system I have is a heating element with 2 fans, I could wire it to run one fan constantly and the other one to come on and off with the heat or should both fan fan run constantly?
