Sprouting Question

I'm trying to sprout wheat for my chickens. I want it to be borderline fodder, so about an inch, inch and a half tall. I soak the wheat over night (12-15 hours) then I rinse and drain twice a day. Sometimes I leave it in the kitchen, sometimes I put it in the backyard for some sun. Both result in wheat the grows root shoots but the greens are only in like 10% of the wheat and they never make it past 1/2 an inch. What am I doing wrong? It must be alive because EVERY wheat berry grows roots, right? Where are the greens?

I dig a piece of sod frequently and give it to my chickens; dirt, roots, greens, worms, and anything else that is in it. The chickens go wild when they see me coming with this in my hands. Idea-plant the wheat in the ground and when it is large enough dig some and feed it as I do with sod.
