can i still feed it to my chicken?

Yes, it is normal. That is the black oil from the hull leaching into the water.
It is best to go for a shorter soak and rinse frequently. That is the case for sprouting most grains and seeds. A 3-hour soak is usually sufficient and 6-8 hours maximum.
Because the hull holds so much water, sunflower seeds are one of the fastest seeds to sprout but it is possible to soak too long.
