Spurs ?

At what age do males develop spurs?

I heard at one year. Most chickens do have spur bumps, even hens.

spurs grow like the tail feathers they wont be to the full lenght untill the tail feathers are at full length

I have a Roos who are almost a year and their spurs are still only half grown. Their tail feathers are long and been so for months. That has nothing to do with spurs, at least none of my 3-4 different breed Roos.
