how many square feet do you need per bird in flight pen and would 4 feet be high enough? and how many in a laying/living pen

it really all depends on what kind of quail, and I would recommend a flight pen being taller then 4ft, my biggest quail pen is 30ft long and four feet high and I don't think of that as being a flight pen, so its up to you on how big you want it. If you are going with bobwhite I would say at least 4 square feet per bird at least and with anything like valley or Gambel I would give more then that.

I don't know the answer to the height question I do know that coturnix do not work well for dog training as they don't flash you would be better off with Bob's. Lazy Coturnix will just sit there and look at the dog like "what" lol

EXACTLY! AS WELL AS THE FACT THAT MOST STATES WILL NOT ALLOW THEIR RELEASE AS THEY ARE NON-NATIVE SPECES AND MANY REQUIRE LICENSURE EVEN TO POSESS THEM.
