Square Ft. Per Quail

I'm in the process of designing a small quail flight pen and wanted to know how many square feet per quail I need to avoid any complications. I will probably not have more than 18 bobwhite quail at a time, usually less than that, since I will be using them for dog training purposes. Thanks in advance to anyone who replies.
