That's too bad. It sounds like you live in a subdivision with covenant restrictions. If that's the case, you will likely have to move to have chickens. Some BYC members in covenant subdivisions with covenants that don't permit chickens have "stealth" chickens. Either they have house chickens or else keep their chickens in some kind of enclosed shed or storage building with interior lighting so that they are out of sight of the neighbors, but there is always the risk of being found out and reported. Obviously you couldn't keep a rooster in such circumstances and even hens might be noisy enough to attract attention. Personally, I wouldn't recommend trying it.
