no, i think it's a genetic skin problem or something.....

i found a baby bird outside this morning and now it's in a cage and i'm feeding it every 20 mins....

Have you tried adding fish oil to his food? It will help with atopic dermatitis, 20mg/1lb. Have you tried changing the food, sometimes the itching is related to a food allergy. It could also be seasonal, some have a mild allergy to grass.

What kind of baby bird did you find??
