Still fighting

I introduced 4 new poults last Sunday. They are 16 weeks old. All my other RIR's ar e15 months now.
There has been no blood shed, but they are still chasing them around, picking at them on the roost and bullying them.
You can always find the poults huddled together somewhere. Now and then they will walk around and everything seems fine and then all hell breaks loose.
Is this the way it usually goes?

That is the way it went and still goes for me. When they were small the chicks whooped the poults a good one - dragged them around by that bump on their beaks. Wait until those poults grow a couple of months, and the tide will settle and turn some.
