Still Losing Feathers! (Red Swollen Bare Throat)

A little over a month ago I started noticing some feather thinning on my 10 month old BW's neck, which became more pronounced over time. But new pin feathers were present so I thought she might be fine and they would grow back. Well, it seems to be getting worse and now looks very painful. Is there anything I can do to help her?

Are those broken pin feathers? But there's no blood. I have no idea how this is happening. I've watched my flock (only 4 birds) extensively for long periods and have never seen any feather picking by anyone. Of course they could be acting different when I'm around. I have seen her try to pluck her own feathers in that area while preening, but can she really be doing this to herself?
Is there a medicine I should be using?

Really? I've never seen it happen before on any of my birds.
You don't think it looks painful? How long should it take to grow the feathers back?
It's been over a month so far. Oh, and this is what it looked like 3 weeks ago:

It isn't painful. Maybe uncomfortable as new feathers come in. Not all birds do it. I see it more on lazy layers.

Does being 10 months old before finally laying her first egg yesterday count as being lazy? (freeloader in my book!)
