Still not sure...hen or roo?

This little Plymouth Barred Rock is still confusing me. About 13 weeks old, seems to have hen coloring but that tail looks so roo! Plus her comb is much more red and large than her sister's. So what do y'all say, hen or rooster?

Tail shapes have variations and her sister is a different breed. Welsumer mature later than Rocks in my experience. Even if they had the same parent there can still be major differences in the genes expressed. But the double barring is reserved for boys.

I meant her sister that is also a Barred Rock, not the Welsummer pictured :)
