Stop hen from hatching - how to?

We have 2 roosters and 13 hens. Out of those 13, 4 decided to hatch eggs.
We let 2 do this, but need to somehow wean the other 2 from this idea. Also, it looks like more hens have same idea. Problem is, they get into run and simply sit, even if you take eggs away.
We tried immersing one in bucket fulll of water for 5 minutes - she just shrugged and went back to nest.
We are out of ideas.
Suggestions? We know it can be done, just don't know how.

Breaking broodiness is something you will find tons of threads on here - there are a few different methods, but the most common is the use of an elevated, wire bottomed cage.
