Strange pigeon behavior?

Hello all, I am new to keeping pigeon. Hubby kept when he was very young back in the old country. We are enjoying them very much. They've put eggs 3 times and have pair of 3 week old babies and a soon to be adult male (we lost his sister). So the strange behavior to me is dad is inside the nest cooing loudly and pecking with head low, then mom pops in and sits on his head??? No clue whats going on Jr and the twins are just quietly chilin while this is happening.
