Strange Roo behavior??

I have 2 Roos, Welsummer to be exact, and they consistently hide their heads under the closest hen's butt when anyone enters into their coop. Our Alpha had been doing this for a while, and now it seems like the Omega has copied him. I know Welsummers are a more gentle breed and that was one of their bonuses.... but I'm just puzzled about their behavior.
 
My hens (no roo here) do this when they are bedding down for the night. I have always thought it was a form of submission. Guess not!

So what is he doing lookin' up their skirts? What does it mean??
 
Yes, I think your right Devora! It's gotta be a submissive issue since they won't even look me in the eye when they're roosting. The hens do thou.... maybe I flipped them upside down one too many times checking for mites and such :-)
