Straw or Hay?

I use straw because my local ACE Hardware only sells straw.

Between straw or hay, which is better?

I don't need any other suggestions, my dad is set on one of these two choices and there's no changing his mind.

Do you have any mulched flower beds? Compare your run with them after it rains for a while and see what is better to walk on. It may change his mind.Water filters down through the mulch into the ground, unless you have drainage issues.

Between straw or hay, which is better?

Wheat straw is better than hay for bedding. If hay gets wet it goes rancid very quickly, possibly from the sugars and proteins in it.

Hay is softer and finer so I've used it in nest boxes. I use straw on the ground. When I've had to use hay in the run because I could not get straw, the hay lasted no time at all before it disappeared into the ground/mud. The hay never helped me with moisture. I'll stick with straw.
