IMO i think your meat is still good... i mean like people say as long as it wasn't fully thawed and you say it was still frozen to the touch

.. i would say since you are worried about your kids i would wait a week then fix a piece of meat for myself and eat it and if i am ok then go from there...

but like i said i don't know much about this subject .. so i hope things go well for you all

Whenever I'm a little cautious about meat..
I cook it really-really good..
And smell it while I'm cooking it..

It seems that you can smell it if it's off when it's cooking..
If it smells off..It gets thrown out..

If not..I just cook it really good, no rare bits..
I hear that if you boil something for 10 minutes at a rolling boil..it should be safe..

But of course..Don't feed it to the kids..or any one else that might have a "compromised immune system"

And, like my tagline reads...Don't listen to me!! lol!!
Better safe than sorry is a good motto

In my house, DH and I will sometimes eat stuff I don't trust with DS. He's healthy as a horse but I still don't take chances with him. I would cook you something, order the kids a pizza, and if you don't get sick, everyone can enjoy leftovers.
 
Last time something like that happened to us I had a cooking party as soon as I got my power back and cooked it ALL that day. It was still very cold - like you said - but had started to thaw. After I cooked it all and DH was sad I wouldn't let him eat the steak rare, but once it was all cooked then I refroze it. It was nice really since I had precooked dinners for a good long time! No illness.
 
It sounds like it all stayed at or below normal refrigeration temps even if it thawed somewhat. Re-freezing meat is NOT dangerous. It does cause some loss of quality of texture and possibly flavour.

Years ago, people thought re-freezing was dangerous, but that has been proven to be incorrect.

I would personally eat things in the freezer it sounds like it may have gotten slowly down to refrigerator temps and then re-froze. Take a hard look at the smallest cuts, and cook anything from that batch thoroughly... mostly just use common sense.

With the power out that long it's really hard to say. When you checked the meat did it have any crystals to it still or was it totally ice free? Personally I think I'd be feeding the dogs some raw treats if it was ice free.

We have many power outs here and have a generator, just a small one, that we can run the fridge and freezer off of. Part of being in the remote location that we are. As soon as we have the $10,000 saved up we are going for a big gen set that will kick in automatic and run the whole place.
