Based on the build, carriage, the way it's feathering in, the unevenness of the lacing (splotchiness/patchiness), and the comb size/color, I'm voting cockerel.

Cochins are a slower-maturing breed overall, and more docile, thus more submissive to other roosters. That boy might not crow until he's 8 months old, who knows.
