There is no reason to wait until age 3. Once final health testing is done at 24 months, most of the time it is ok to plan breedings on animals who have proven themselves worthy of breeding.
There is no foreseeable reason to wait beyond that until age 3 for breeding unless it is because titling or health testing goals have not been reached.
