That was my main concern to her neck and the way it looked. Along with the green diarrhea. As of now she is still quarantined away from her flock. But after everyone’s help my game plan is tomorrow I have the day off and will be completely deep cleaning the coop and two enclosures. I have on hand lime which has worked well in the past with my original flock. *( to answer you’re question, 4 original hens were dropped off at my home unexpectedly by someone one year ago. I never owned chickens before them and was not prepared at all. I adapted as they grew. One was eaten by predators on the property which is when I learned I couldn’t free range. Ebony the chicken with the issues was part of 5 in very rough shape as pullets were given to me 3 months ago. All was well until the extreme whether changes and thawing of snow we’ve had here in Nh) anyways sorry, deep clean, then lime in the coop and enclosure. Then converting my smaller enclosure to a quarantine area for ebony but one she’ll at least be able to see and chat with her flock.You can put DE on her neck area without getting it in her eyes, use a glove if or when you do. I read through the entirety of the post, and I too am suspicious at the look of the skin where the feathers were "pulled". Looks suspicious to me. Sounds like youre doing very well at caring for them, the oyster shells may help, I dont see anythign wrong with the 16-18% feed you were giving either...youre in the upper northeast with me, and the temps have been pretty "iffy" it could be a mite issue as indicated previously.
Forgive me, are these birds something you recently acquired or added to your flock?
personally if I were in your shoes I would be addressing it and leaning towards DE treatment for hte bird, change the litter, scrape roosting bars, clean the entire coop, then DE the entire coop and new bedding and around the run.

For parasites and all worms just to be safe. One a pour on in case it’s depluming mites. The pill one I’m thinking of giving to the entire flock just as a precaution.
I have also ordered,
Vitamin B12 by roaster booster
Oyster Shell flakes
And will be trying out fermenting their food with chicken nesting herbs and alfalfa grass with their normal mix of three types of food.

Still going to continue giving meal worms as a topper during colder months, I cut back during warmer green months.
