Actually that is an fly repelent applicator. You a pour a liquid mixture on it and they walk under it and it applies the liquid.
Our cows loved their first one.

If a cow gets on their back they will die.
They are not designed to go on their backs. If a cow gets on their back they will suffocate because they need to release gas and they cannot belch.
Lost a cow this spring that got over on her back and died.
