How are you trying to give it treats? If the duckling is freaking out as you describe, hand -feeding won't help much because under this circumstances a duck is just not in the mood to take treats.
I would just throw in the food without any further interaction than showing yourself to it. Improvement can take its time.
And you need to keep in mind that if the crest is involved in it you are facing a problem that might as well never be solved.

I'd also start putting niacin into her water, especially if youare feeding your ducklings chick feed, niacin is very important to ducklings in the first 12 weeks of their lives, it helps to develop strong healthy legs and keep neurological issues down which looks like you maybe seeing in your little duckling. plain niacin 100-150meg to 1 gallon of water.
I'd also fix a way for this duckling to be able to see and hear the other ducklings it came with.I had a single Muscovy duckling a couple years ago[mama rejected him] and kept him in the house with a stuffed duck as his buddy he loved that duck. All the best to you and your lil duckling.

I have been giving her niacin in her water since I brought her home.

I've been dropping peas in her food, not actually giving it by hand because she hasn't stopped biting my fingers.

She is in view of her siblings, but I've never seen her actually looking at them.

I've pretty much come to the conclusion that she's not gonna be a normal farm duck and I can't do much about it.

Well don't give on on the lil one, you just never know when it could change and become just the best little Mallard out there, or a protector of the property and keep all riff raff away.

I keep hoping that will happen. I suppose only time will tell.

I really can't give you any helpful advice other than have you ever seen the way kids and adults scare and torment the lil chicks and ducks at the farm stores....no wonder why some are aggressive to the hands.
