Super noisy quail

We got our first quail flock this summer. We chose them because they would be quiet and our neighbors wouldn't likely notice them, so no complaints to the HOA. Well, wouldn't you know it, we had a super noisy roo. He just continuously crowed all morning long, from sun rise on, and it's loud enough to hear with our windows closed, which means our neighbors can probably hear too. We isolated the offender and harvested him yesterday. But now a new one has taken his place! What's the deal? I thought these were supposed to be quiet?
 
The roos like to call if they are stressed, want something, or just to do it. If you don't want complaints, harvest any males that crow. My current male, a speckled Italian, doesn't ever crow....To the point I was thinking he was actually a male, but then saw him mounting my females.
