The dogcatchers went by with clipboards, writing things down.

The man dragged Kira into a cage and slammed the door shut.

Personality: Cold, angry, and always feels like some injustice has been done to him, and the world should pay for it.
History: Abused, used as a bait dog, then shot in the face. He survived, but his face remained mangled.

"Shut up!" the man said, poking her with a stick through the chain link fence.

Mutt observed painfully. He remembered similar when he was a bait dog.

Mutt laughed a loud, raspy laugh that resounded on the concrete walls, but was hardly loud enough to hear through the barking of the dogs.
